Focus Group Discussion Pilot Project: Strengthening Risk Governance through the Development of a Tourism Insurance Ecosystem to Build Quality Tourism in Labuan Bajo

DESMA Center, incorporated inteam technical assistanceThe Asian Development Bank (ADB) is supporting the Coordinating Ministry for Economic Affairs in promoting the improvement of tourism destination quality by meeting tourism safety and security standards. This is being achieved through the development of a draft tourism insurance ecosystem framework document, which is expected to be implemented nationally.

To support the implementationtechnical assistanceIn this regard, the Coordinating Ministry for Economic Affairs in collaboration with the Asian Development Bank (ADB) initiated the implementation ofFocus Group Discussion Pilot Project: “Strengthening Risk Governance through the Development of a Tourism Insurance Ecosystem to Build Quality Tourism in Labuan Bajo”.

 

 

One risk management instrument is the implementation of tourism insurance. In addition to providing tourist protection and risk transfer, the implementation of tourism insurance is expected to encourage improvements in the quality of tourism destinations by meeting tourism safety and security standards. This can also increase access to financing and investment in tourism destinations. Integrating tourism insurance into the Labuan Bajo tourism ecosystem is a strategic step towards realizing a quality and sustainable priority tourism destination.

The FGD was held in Golo Mori, Labuan Bajo, April 20, 2026, attended by 75 participants. The event included an opening remarks by the Regent of West Manggarai Regency, represented by the Regional Secretary of West Manggarai Regency; Fransiskus S. Sodo and a keynote remarks by the Acting Deputy for Coordination of Industry, Manpower, and Tourism, Coordinating Ministry for Economic Affairs, Dida Gardera.

The event continued with a panel discussion moderated by Fadjar Hutomo, the Minister's Expert Staff for Crisis Management at the Ministry of Tourism. The panelists included Abdul Haris, President Director of PT Jasaraharja Putera; Ami Muslich, Middle Policy Analyst at the Directorate General of Financial Sector Stability and Development (DJSPSK) of the Ministry of Finance, represented by; and Andhy MT Marpaung, Acting President Director of the Labuan Bajo Flores Authority Implementation Agency.

 

 

The next focus group discussion session was introductory by Herfan Brilianto Mursabdo, Assistant Deputy for Tourism Development at the Coordinating Ministry for Economic Affairs. This was followed by a presentation.Team technical assistanceAsian Development Bank (ADB) conducted by Clement Sebban, Wiwik Mahdayani, and Nanda Wijayanti; with ADB team leader and supervisor, Nicolas Pitet.

The subsequent discussion was facilitated by Wiwik Mahdayani from the DESMA Center, to gather recommendations from participants on strategies to strengthen risk governance through the development of a tourism insurance ecosystem for tourism development in Labuan Bajo.Team technical assistanceADB will elaborate on the preparation of supporting policy documents as a follow-up to the FGD.
