DESMA Center Delivered Training Program on Sustainable Tourism Destination Standard and Stewardship in Labuan Bajo
The tourism sector in Indonesia is directed to become a mainstay sector that is able to encourage job opportunities, local revenue and foreign exchange. The development of tourism areas needs to pay attention to careful planning by involving tourism stakeholders.
IA-CEPA ECP KATALIS provides facilitation of Sustainable Tourism Destination Standard and Training – Pilot Project, TanaMori, Labuan Bajo to TanaMori since August 2022. This program aims to help TanaMori meet standards and apply recognized criteriaGlobal Sustainable Tourism Council (GSTC) as a sustainable tourism destination to attract investment in responsible and sustainable tourism; as well as enhancing Indonesia's reputation in sustainable tourism management. The IA-CEPA ECP Katalis (KATALIS) is a unique five-year government-supported trade and investment development program to unlock the enormous potential of the economic partnership between Indonesia and Australia.
With the start of the development of the TanaMori tourism destination, guidance and training is needed for the management of a sustainable tourism destination by ensuring TanaMori is developed as a quality destination that meets the changing needs of domestic and international tourists. This is in line with TanaMori's main goal of being a hub for Komodo National Park and a premium destination for spiritual, health and cultural activities with convention, meeting and exhibition facilities.
As part of the program, KATALIS together with the experts involved held a training aimed at bringing together key stakeholders to discuss TanaMori destination management strategies. TanaMori Training Program related to Sustainable awareness and Destination Stewardship Training was held in Labuan Bajo, 24-28 July 2023.
The GSTC Destination Criteria is used by tourism management organizations as a guide for destinations seeking to become more sustainable; help investors identify sustainable projects; helping stakeholders identify sustainable practices and results; and providing guidelines for education and training for managers, local government, hotel schools and universities.
Through a series of activities in this program that have been implemented since August 2022, it is hoped that strategic steps will be identified that need to be taken by TanaMori to meet standards and apply GSTC-recognized criteria, towards sustainable tourism destinations that are certified by certification bodies that have been accredited by the GSTC; cooperate with relevant stakeholders. Through this, it is hoped that TanaMori will be able to attract responsible and sustainable tourism investment.
This series of training was attended by KATALIS, Bappenas, Bappeda West Manggarai, representatives of PT Flores Prosperindo, Trinity Land (TRIN), ITDC, IHG, as managers and developers of the TanaMori area, development quality control, as well as various related institutions in West Manggarai and facilitated by the team the experts involved.

PT Flores Prosperindo (FP) as a real estate developer in Indonesia that focuses on developing ecotourism destinations on Flores Island. Flores Prosperindo through the support of the IA-CEPA ECP KATALIS program is currently developing a sustainable tourism destination (Sustainable Tourism Destination), TanaMori, in West Manggarai Regency, East Nusa Tenggara Province (NTT), Indonesia.
The main objective of this project is to support TanaMori towards a sustainable tourism destination guided by the GSTC destination criteria. The implementation of this project is led by PwC (PT PricewaterhouseCoopers Indonesia Advisory), with a consortium team of DESMA Center, HIS (Hotel Investment Strategies, LLC), and ICMS (International College of Management Sydney).
This project was carried out within a period of one year starting in August 2022. In this project the DESMA Center is responsible for carrying out the preparation of documents and stakeholder analysis (Stakeholder Analysis), situation analysis at TanaMori (TanaMori Situation Analysis), and inventory of cultural and natural assets ( Inventory Assets and analysis) as well as providing input on strategic issues related to the UNESCO World Heritage Site and GSTC training; as well as providing Destination Stewardship Training for stakeholders.
